For this question, you would have to use the midpoint formula. 
(X1 +X2 / 2 , Y1 + Y2 / 2)

In other words, 
(9 + -3 / 2 , -7 +5 / 2)
(6 / 2 , -2 / 2)
(3 , -1)

Your midpoint is (3, -1)
